Introduction

The 2014-2015 school year marked the first year that students in grade 3-8 and high school took the PARCC assessments in English Language Arts and mathematics. PARCC complements, but does not replace, the existing Maryland School Assessment, which assesses performance in science in grades 5 and 8; the Alternate Maryland School Assessment (for students with disabilities); or the Maryland High School Assessments in Biology and Government. In addition students take other assessments such as the National Assessment of Educational Progress and college Readiness tests like AP and SAT. Students who are identified as English learners also take an annual English language proficiency assessment.

Partnership for Assessment Of Readiness for College and Careers (PARCC)

In 2015 Maryland implemented the new Partnership for Assessment of Readiness for College and Careers (PARCC) state assessments in reading and mathematics. The new assessments replace the Maryland School Assessments in English and Mathematics in grades 3-8, and replace the High School Assessments in Algebra and English 10 for all students not graduating in 2015.

Assessment (MSA)

The Maryland School Assessment (MSA) Program is an annual assessment program since 2003. Starting in the 2014-2015 school year, MSA tests are administered in Science in grade 5, 8 and Biology for high school. MSA reading and mathematics are no longer offered for grades 3-8.

Alternate MSA
(ALT-MSA)

The Alternate Maryland School Assessment is the Maryland assessment in which students with the most significant cognitive disabilities participate if through the IEP process it has been determined they cannot participate in the MSA even with accommodations. The ALT-MSA assesses and reports student mastery of individually selected indicators and objectives from the reading and mathematics content standards or appropriate access skills.

High School
Assessments (HSA)

All students who entered 9th grade in or after 2005 and graduated in 2015 must pass or meet through combined scores the HSA assessments to meet graduation requirements. High School Assessments are given in four content areas -- Algebra/Data Analysis, Biology, Government, and English. National Assessment of Educational Progress
(NAEP)

The National Assessment of Educational Progress (NAEP) is a national assessment measuring student performance in reading and mathematics at grades 4 and 8 every two years.

NAEP assesses a nationally representative sample of students in the nation’s schools. Below are the Maryland student results from the NAEP assessment.

English Language Proficiency Assessment: ACCESS for ELLs 2.0® (ELPA)

The English Language Proficiency Assessment, ACCESS for ELLs 2.0®, is administered to English Learners (ELs) in grades K through 12 annually. The assessment measures a student’s English language proficiency in the areas of listening, speaking, reading, writing, comprehension, oral, and literacy. English Language Proficiency Assessment results are used by the State and the local education systems to report information related to the English language proficiency targets, referred to in the Every Student Succeeds Act, Title III as Annual Measurable Achievement Objective (AMAO). AMAO I measures ELs’ progress in learning English; AMAO II measures the number of students who attain English proficiency during the school year.
